Is the President Sincere or Working Off A Campaign Checklist?

I disagree with the President on most issues and would like to hear from some supporters as to the President's focus. For example, out of the blue he decides to make a Immigration speech. Next also out of the blue he decides to make a speech on the Middle East and the peace plan. It both cases there was nothing going on in Congress to bring these topics up. No specifics, no proposals, no followup or planned legislation. It seems as if he is like a student at the end of a semester and realizes he missed some assignments and hurriedly throws something together to have something to be graded on. Is this what he is doing? Is this all about the campaign so when it comes to debates. he can Point to action on subjects he has ignored in the past 2 1/2 years?
