How do I sue the mental health public defender?

My 23 years son had severe mental illness. He has been suicide 3 times, and was hospitalized at 3-4 times. He was in conservatorship twice. Everytime, he took medication at the hospital and he was able to release without followup plan. He basically couldn't take care himself. Because he didn't take his medication, I couldn't have him live with me. Luckily, he is receiving SSI, I placed him in a motel and support him with food. It is very difficult to put him a 51/50. But he could got release after 1 month. Went back down again. I tried to contact the public defender, they are very sneaky, would switch court day couple days earlier, and my attorney missed the case. Now he got released and doing the same thing. Very unstable. Can everyone help me to bring it to the media? Maybe radio or TV. I am upset about my son's problem never solved. I think the mental health system is lousy, especially wasting so much to help the patients for short term. The public defender is so evil and has no ideas about my son needs treatment. Got him out without any knowledge about mental health.
