Is Iowa City a good place to go to college or live?

I was thinking about going to the University of Iowa because of its amazing Creative Writing program, but I think Iowa City is an iffy place to live. Is Iowa City a bad place, and are there any other schools that you know of that have an amazing Creative Writing program that aren't too overly expensive or really far away from my home (Wisconsin)
